The project consisted of removing soil infill and constructing new soffit, box girder stems, spandrel columns, pier towers, and deck slab. For historical restoration, massive Doric pylons were built at the four corners of the bridge and intricately detailed balusters were fabricated to reconstruct the original handrail. Twelve balconies, complete with original ornamental lampposts and lighting fixtures, were constructed at each pier to serve as viewpoints. Fluted Doric columns were installed to run the entire height of each pier.
Other significant items of work included temporary and permanent utilities, including a Department of Water and Power waterline and Pacific Bell phone lines.
