The project was part of the larger Alameda Corridor Project - a 20 mile railroad freight express line with service between the Port of Long Beach and the transcontinental railroad near downtown Los Angeles.

The East Connector project included the removal of an existing bridge at Soto Street and the construction of a replacement steel plate girder bridge with two tracks. This work included drilling of 8-ft diameter CIDH columns with depths up to 80 ft as well as concrete encasement for a 60-in aqueduct under the operating tracks. Other elements included utility protection, local street realignment, approximately three miles of new ballasted track, and retaining walls.

All trackwork and bridgework was completed without interrupting the train traffic on the corridor.
