Mark Heuer, P.E., is a seasoned construction executive with over 28 years of experience managing heavy civil infrastructure projects across California and the western U.S. As an Operations Manager at Shimmick, he brings deep technical expertise and operational leadership to complex work involving dams, water and wastewater facilities, transit systems, and emergency response.

Mr. Heuer has overseen the successful delivery of high-impact projects, including the $153 million BART Warm Springs Extension Fremont Central Park Subway, the $103 million Sunol Valley Water Treatment Plant Expansion for the San Francisco Public Utilities Commission, and the $72 million Centralized Equipment Maintenance and Operations Facility for Caltrain. His career reflects deep experience in delivering essential public infrastructure, spanning transportation, water treatment, and a wide range of emergency response projects, for agencies such as the SFPUC, CalRecycle, CalFire, BART, and Caltrain.

Mr. Heuer has worked in both public and private sectors as well as on large-scale infrastructure programs, disaster recovery efforts, and water treatment upgrades. A licensed Professional Engineer in California, he holds a Bachelor of Science in Civil Engineering from San Jose State University.
