On Jan. 5, 2026, the Smith Canal Gate was activated for the first time under real-world flood conditions since its completion.
The event, recently featured by CBS Sacramento, ABC10, and KCRA 3, marked a significant milestone for the Stockton community and demonstrated the effectiveness of flood protection infrastructure designed to safeguard nearby neighborhoods during high-water events. Constructed by Shimmick as part of the Smith Canal Flood Protection Project, the gate is a critical component of the area’s flood control system, operating during elevated water levels to reduce flood risk.
A key component of Stockton’s flood protection system
Designed by HDR and owned and operated by the San Joaquin Area Flood Control Agency (SJAFCA), the Smith Canal Gate was delivered by Shimmick at the end of 2024. The gate functions as an integrated flood protection structure, featuring a reinforced concrete gate supported by deep foundation pipe piles and a sheet pile cutoff wall, working together to manage water levels and protect surrounding areas.
The system provides flood protection when needed while allowing the canal to function normally during non-storm conditions.
First real-world activation validates design
This activation marks the first time the SJAFCA has deployed the gate under actual flood-control conditions. Seeing the infrastructure perform as intended reinforces the importance of reliable flood protection systems and their role in supporting community safety and resilience — particularly during the critical moments when performance matters most.
Ongoing operational enhancements
Shimmick’s involvement continues beyond initial construction. The team is currently supporting SJAFCA by installing variable-frequency drives (VFDs) to automate gate operations. These upgrades will enable remote operation of the gate, eliminating the need for manual hand-cranking at the final open and close positions.
Once complete, the enhancements will improve operational efficiency, reduce manual effort, and enable faster response during future storm events.
