Shimmick wins $261M P3 contract for Tulsa’s Gilcrease Expressway

Shimmick secured a $261 million contract for construction and financing for the new west section of the Gilcrease Expressway project.

Shimmick and its partners will construct five miles of new greenfield, four-lane toll road just west of Tulsa. The new expressway will connect L.L. Tisdale to I-44 and complete the Western loop around the Tulsa metro area.

Shimmick will construct numerous bridges, including two major structures (one in each direction) over the Arkansas River, as well as bridges at multiple interchanges along the alignment. The project is part of the Oklahoma Turnpike Authority’s Driving Forward program.

The project was procured as a build-finance project, under which the Shimmick team also arranged private loans to finance the project. Revenue sources include Oklahoma’s GARVEE Bonds, as well as other state and local funding.

The project is slated for completion in 2022.
